VIETNAM’S CONFIDENT STRIDES ON THE PATH OF NATIONAL INDEPENDENCE AND SOCIALISM FOR GLOBAL PEACE, FRIENDSHIP, COOPERATION, AND DEVELOPMENT

Comrade Leaders of the Communist Party, State, and Fatherland Front of Vietnam,

Excellency Ambassador Saadi Salama, Dean of the Diplomatic Corps,

Excellencies Ambassadors, Charge d’Affaires, and Chief Representatives of international organizations in Hanoi,

Distinguished guests,

Dear friends,

I am greatly delighted to meet with all esteemed comrades and distinguished guests at the Celebration of the 78th National Day of the Socialist Republic of Vietnam today.

On behalf of the Party, State, and people of Vietnam, I would like to extend my warmest welcome and best wishes to all esteemed leaders, distinguished guests, and dear friends.

In August 1945, under the leadership of the Communist Party of Vietnam and President Ho Chi Minh, millions of Vietnamese people rallied as one to carry out the General Uprising, overthrowing the yoke of feudal and colonial reigns and reclaiming leadership for the people.

The victory of the 1945 August Revolution is one of the most glorious chapters in the history of Vietnam. It underscores the remarkable strength of the great national unity, and ushered in a quantum leap for the Vietnamese nation – an era of national independence aligned with socialism. The people of Vietnam were able to escape subjugation and retake mastery over their country and their own fate.

President Ho Chi Minh stated that: “The August Revolution has overthrown a monarchy spanning dozens of centuries, broken the shackles of colonial rules for nearly 100 years, brought authority back to the people, and laid the foundation for a Democratic Republic of Vietnam – a country of independence, freedom, and happiness. This is a profound shift in the history of our nation”.

On September 2, 1945, at Ba Dinh Square, President Ho Chi Minh solemnly read the Declaration of Independence, proclaiming the birth of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam. He announced to the world that: “Vietnam has the right to enjoy its freedom and independence, and it has, in fact, become a free and independent country. The entire people of Vietnam are determined to mobilize all their physical and mental strength, to sacrifice their lives and properties to safeguard the said freedom and independence.”

Since the Revolutionary Autumn of 1945, in the spirit of “Nothing is more precious than independence and freedom,” the Vietnamese nation fought valiantly through countless arduous wars, with millions of this land’s outstanding individuals having laid down their lives for national liberation and unification, and for the building and protection of their Fatherland.

Upon the launch of Doi Moi, with the goals of “wealthy people, a strong country of democracy, equality and civilization,” the people of Vietnam once again entered a fierce struggle to eradicate hunger, poverty, and outdatedness, and recorded historic accomplishments. Socio-political stability has been maintained.

Defense and security have been firmly safeguarded. Social security has been ensured. People’s living standards have constantly improved. From a country that has yet to make itself known on the global stage, Vietnam has now established diplomatic ties with 192 countries. It has emerged as one of the most dynamic economies in the Asia – Pacific, and affirmed its role as an important part of numerous economic linkages, free trade agreements, and production chains in the region and the world. Vietnam is indeed a country of peace, friendship, cooperation, and development, and a beautiful, safe, friendly, and hospitable destination.

An invaluable asset and significant source of strength for Vietnam to overcome all challenges and losses have long stemmed from the people’s patriotism, great national unity, unwavering resolve and bravery, relentless pursuit of self-reliance and resilience, and burning aspiration for independence, freedom, peace, and happiness.

Such noble values are tempered, preserved, and harnessed over the nation’s national construction and protection efforts spanning thousands of years.

Vietnam is striving to fulfill the aspiration to become a developed, high-income country by 2045. To this end, we remain steadfast in promoting the holistic and comprehensive implementation of Doi Moi and engaging in extensive and comprehensive international integration. Vietnam also continues to improve as a socialist law-governed state and a socialist-oriented market economy.

At the same time, Vietnam is making efforts to firmly safeguard its sovereignty and territorial integrity, and preserve and build upon the invaluable legacies cultivated by generations of Vietnamese people.

Throughout this process, the people have always been placed at the heart of Vietnam’s endeavors. They are the actor, the driver, and the consistent goal of all development policies. Vietnam always strives to mobilize the strength of the entire nation, and perseveringly pursues the philosophy of national independence aligned with socialism that the Party, President Ho Chi Minh, and the Vietnamese people have chosen.

President Ho Chi Minh – a Hero of National Liberation and a Great Man of Culture of the world – once said: “Vietnam is a component of the world and anything that happens in the world is truly relevant to Vietnam”.

Following his teachings, over the past years, Vietnam has always conducted a consistent foreign policy of independence, self-reliance, diversification and multilateralization of external relations. Vietnam is a friend, a reliable partner, and a responsible member of the international community for peace, stability, cooperation and development worldwide.

Vietnam has successfully assumed numerous positions at multilateral forums, and joined hands in realizing the goals of promoting development, protecting human rights, and contributing to the maintenance of global peace. Vietnam’s efforts have earned the recognition and affection from international friends.

The country’s various stages of development all bore witness to the warm sentiment, kind support, effective and substantive cooperation, and assistance in good faith by numerous friends around the world.

On the occasion of Vietnam’s momentous celebration, on behalf of the Party, State and people of Vietnam, I would like to once again extend my sincere gratitude to friends, partners, and the progressive people worldwide for having stood with Vietnam and offered us your affection, trust, and invaluable support and friendship over the past 78 years.

You have indeed helped Vietnam possess a grand fortune, potential, prestige and international profile as never before. This also serves as a strong foundation to further nurture this enduring bond of friendship and cooperation in the years to come.

We are living in a world of uncertainties and complexities, wherein countries are facing greater risks and challenges. Global, traditional, and non-traditional security issues continue to evolve in a complicated manner, and threaten stability and sustainable development. Conflicts and divisions are still occurring in many regions. Geo-political tensions continue to escalate. Multilateralism and international law are confronted with various challenges.

For common peace and prosperity for all countries to be maintained, Vietnam is of the view that, we need to stand united, bolster cooperation, uphold multilateralism, and observe the UN Charter and international law.

Vietnam stands ready to serve as a bridge to facilitate cooperation and dialogue, reinforce multilateralism, and promote peaceful settlement of disputes based on the UN Charter and international law. Vietnam shall always remain a close and loyal friend, a reliable partner, and a responsible member of

the international community.

I do hope that Excellencies Ambassadors, Chargés d’Affaires and Chief Representatives of international organizations will continue to represent good faith, sincerity, trust, and close bond, and make meaningful contributions to further enhancing the ties between Vietnam and other partners worldwide.

Art is a magical language that can bring people closer together, connecting kindred souls via emotions of the heart. The melodies of today’s artistic performances will bring forth a sense of joy stemming from cultural and traditional values of the peace-loving and compassionate Vietnamese nation. Such values have transcended time and space, and entwined with the quintessence of the culture of mankind, thereby bringing Vietnam to the world, and bringing the world closer to Vietnam.

Hailing the PCA Office’s activities in Vietnam, Quang hoped that Vietnam and the PCA would continue cooperation in training international legal experts, as well as improving the capacity of Vietnamese officials, civil servants and lawyers.

He proposed the PCA continue accepting Vietnamese students for internship at its office and consider offering opportunities to Vietnamese candidates to work at the PCA Office and its headquarters in The Hague.

The government leader expressed his delight that the United Nations General Assembly unanimously adopted on August 1 a resolution commemorating the 125th founding anniversary of the PCA, which was sponsored by Vietnam and the country made significant contributions to its content.

In recent years, Vietnamese legal experts have gained international recognition, having been elected to the International Law Commission for the 2017-2022 and 2023-2027 tenures, he said.

Vietnam also nominated arbitrators to the PCA in 2012 and 2018, including experts from the Ministries of Justice, Planning and Investment, and Foreign Affairs, and the Supreme People’s Court, Quang added.

Czepelak, for his part, thanked Vietnam for sponsoring the resolution commemorating the 125th founding anniversary of the PCA.

Both sides also agreed to jointly hold activities marking the occasion in Vietnam, the region and the world.

He informed the host about the activities of the PCA Office in Vietnam and its future plans regarding training courses and workshops for State officials, lawyers and managers from State-owned corporations and enterprises, as well as internship opportunities for students at the office.

Speaking at the event, Consul General of India in Ho Chi Minh City Madan Mohan Sethi affirmed that India is a huge market with over 40 major cities and is rapidly developing in all aspects, especially in agriculture, apparel, tourism and IT, presenting opportunities for Indian firms to cooperate with Lam Dong and other provinces in the region.

He asked businesses from both sides to discuss collaboration opportunities, and invited Lam Dong’s farming companies to visit India to explore opportunities with Indian partners.

The Consulate General of India will continue holding joint events to promote trade, investment, tourism, and cultural exchanges in the near future, he said.

Meanwhile, Vice Chairman of the Lam Dong provincial People’s Committee Pham S said many key products of Lam Dong have been exported to India, amounting to tens of millions of USD over the past years. However, the level of cooperation is yet to match the existing potential and advantages.

At the event, 45 memoranda of understanding and trade contracts in principle between Indian businesses and the Central Highlands provinces were signed.

Indian enterprises also learned about farm produce, apparel and specialties at the booths of regional businesses, thus exploring the possibility of expanding bilateral cooperation.

The project is expected to be completed in 20 months and begin trial operation at the beginning of the second quarter of 2025.

It consists of three main components, including a passenger terminal, a multi-story car park integrated with non-aviation services, and a front apron system in front of the terminal.

Its total cost is 10.99 trillion VND (457.9 million USD), 70% of which is sourced from the ACV’s equity capital and the remainder comes from commercial loans.

Once completed, Terminal T3 will become a domestic passenger terminal with a capacity of 20 million passengers per year. It will be capable of handling 7,000 passengers per hour during peak hours and will accommodate all types of aircraft, including Code C, such as Boeing 737 or Airbus 320, and Code E aircraft, including Boeing 777 and Airbus 330.

It is also expected to ease congestion at the Tan Son Nhat International Airport.

At the end of 2021, Vietnam had 694,200 private enterprises, accounting for 96.6% of the total operating ones, and employing 58.1% of the total workers. The private enterprises’ assess and net revenue made up 59.3% and 57.8% of all enterprises in Vietnam, respectively.

At that time, only 0.22% of private enterprises in Vietnam had a size of 500 workhands and more while the rates in foreign-invested enterprises ad State-owned enterprises were 8.29% and 19.52%, respectively.

According to the assessment, the VPE500 group operates outstandingly and still maintains a good growth rate compared to domestic private enterprises in general.

During 2019-2021, the average size and total assets of the VPE500 member enterprises were 160 and 376 times higher respectively than those of other private companies in general.

The VPE500 accounts for a small proportion of the number of businesses but makes a large contribution to the operation of the domestic private enterprises.

Between 2019 and 2021, on average, VPE500 accounted for only 0.075% of the total number of domestic private enterprises but created 12% of total jobs in the domestic private sector.

VPE500’s assets accounted for 28% of total and generated 18.4% of the gross revenue of domestic private enterprises. Its contribution to the state budget accounted for 18.4% of the total by all domestic private enterprises.

Dr Nguyen Toan Thang, head of VIDS’s International Relations Department and member of the VPE500-2023 research team, said that although present in 53 out of the 63 provinces and cities across the country, about 75% of the VPE500 are in the Red River Delta and the southeast.

In general, the VPE500 is formed based on the infrastructure, resources, and market advantages of localities. A majority of the VPE500 are operating in the manufacturing, processing, trade, and construction industries.

Enterprises operating in real estate, construction, commerce, garment, and food processing which were heavily hit by COVID-19 are no longer listed in this year’s VPE500.

Meanwhile, businesses in the banking and insurance sectors still maintain their positions in the rankings. They are at high rankings and see few changes in rank.

Thang said that policies for businesses in the coming time should not only facilitate businesses in entering the market but also support them to survive and grow. In particular, large enterprises should be encouraged to make more investment to improve productivity and gradually shift to in-depth growth.

The Government should have policies to promote business linkages, encouraging large enterprises, State-owned enterprises, and foreign-invested ones to form joint ventures and link with domestic small- and medium-sized enterprises.

Each locality should develop its leading private enterprises based on local advantages.

The August 30 event, held as part of the activities marking the 50th anniversary of the Vietnam-Argentina diplomatic relations, gathered close to 30 enterprises operating in the industries of food, chemicals, high technology, logistics, fertilisers, and medicines.

In his remarks, Ambassador Duong Quoc Thanh stated that Vietnam is a peaceful country with a stable political environment and a reliable destination for foreign investors.

The Vietnamese Government always creates favourable conditions for both domestic and foreign enterprises to carry out investment and trade activities in the best possible manner suitable for the capabilities of each party, said the diplomat.

Currently, Vietnam is the 6th largest trade partner and the 5th largest market of Argentina in Southeast Asia. It is also a key partner in Argentina’s South-South cooperation in the region. Meanwhile, Argentina is the 3rd largest trade partner of Vietnam in Latin America, with their bilateral trade continuously increasing from 316 million USD in 2007 to 4.5 billion USD in 2022.

Thanh expressed his hope that the meeting will be an opportunity for both sides to present new initiatives, discuss specific proposals to expand the scope of cooperation, diversify the trade of goods, and enhance collaboration across various fields in the time to come.

At the meeting, representatives from the chamber and the business community exchanged their experiences in trading with Vietnamese partners. They highlighted areas of strength where each country can complement each other and discussed ideas to promote partnership with Vietnamese enterprises.

Truong Thi Mai, Politburo member, Permanent member of the Communist Party of Vietnam (CPV) Central Committee’s Secretariat, Chairwoman of the CPV Central Committee’s Organisation Commission, made the statement while receiving a delegation from the Constitutional Democratic Party of Japan (CDPJ) led by its President Izumi Kenta.

Mai, who is also Chairwoman of the Vietnam – Japan Friendship Parliamentarians’ Group, thanked the CDPJ for supporting and contributing to the relations between the two countries.

She proposed the CDPJ enhance relations between the two Parties and parliaments as well as people-to-people ties.

Izumi expressed his delight at the signing of a memorandum of understanding (MoU) on cooperation between the two Parties within the framework of his visit, affirming his willingness to coordinate in implementing the MoU to further develop their relationship.

He said he believed that with high political trust, the relationship between Vietnam and Japan will continue to develop in a more practical manner at all levels and in all fields in the coming time.

The two sides agreed to boost connectivity between the youth of the CDPJ and the CPV.

On August 30 afternoon, member of the CPV Central Committee and Chairman of the CPV Central Committee’s Commission for External Relations Le Hoai Trung had a working sessson with the Japanese delegation.

They exchanged views on orientations and measures to enhance the relations between the two Parties and the two countries in the coming time.

On this occasion, the two sides signed the MoU on cooperation and exchanges between the CPV and the CDPJ.

In his remarks at the ceremony in Dong Nai province, the PM stressed that infrastructure development, especially transport infrastructure, is one of the three strategic breakthroughs set by the Party and the State.

He said that Vietnam’s aviation infrastructure has been upgraded and expanded. However, it has yet to catch up with the development of the country and the world as well, with overloads seen at many airports, especially Tan Son Nhat.

The first phase of the Long Thanh International Airport and Terminal 3 of the Tan Son Nhat International Airport play a crucial role in the national network of international airports, as well as in national defence and security, and socio-economic development in the Southern Key Economic Zone in particular and the country in general, the PM stressed.

Once completed, they are expected to contribute to turning Vietnam into a major transport centre of the region and the world, and raising national competitiveness, he noted.

The PM asked the Ministries of Transport, Construction, Natural Resources and Environment, and National Defence, and the Committee for Management of State Capital at Enterprises, the People’s Committees of Ho Chi Minh City and Dong Nai province, and other relevant ministries and agencies to step up their supervisions and inspections, quickly remove roadblocks to the implementation of the projects, and ensure their quality, safety, efficiency and progress.

Notably, the People’s Committees of Ho Chi Minh City and Dong Nai province need to speed up other transport projects linked to airport terminals to ensure infrastructure harmony and efficiency, he stressed.

Corruption, wastefulness and other negative phenomena must be prevented, and legal rights and interests of people must be guaranteed, PM Chinh said.

The above-said bidding packages include the construction and installation of equipment at terminals, runways, taxiways and aircraft aprons of the Long Thanh International Airport, and at Terminal 3 of the Tan Son Nhat International Airport.

Covering a total area of more than 5,580 hectares, the Long Thanh airport will spread across six communes in Long Thanh district of Dong Nai province. The airport’s total investment is 336.63 trillion VND, with construction divided into three phases.

In the first phase, a runway and one passenger terminal along with other supporting facilities will be built at a cost of 109.1 trillion VND to serve 25 million passengers and 1.2 million tonnes of cargo each year.

Once fully completed by 2050, the airport will be able to handle 100 million passengers and 5 million tonnes of cargo annually.

Located 40km east of Ho Chi Minh City, the airport is expected to relieve overloading at the Tan Son Nhat airport, now the country’s largest airport.

Terminal 3 of the Tan Son Nhat airport is estimated to cost nearly 11 trillion VND. It is expected to become operational in the second quarter of 2025, handling domestic flights and up to 20 million passengers annually.

The number of passengers going through the Tan Son Nhat airport has surged in recent years to nearly double its designed capacity. The airport was designed to handle 25 million passengers a year by 2020, but it has been receiving almost 40 million a year since 2017.

The airport has two terminals now, with T1 serving domestic flights and T2 handling international flights. T1 can serve up to 15 million passengers a year and T2, 10 million.

Senior Lieutenant General Vo Minh Luong acknowledged and praised the dedication, efforts and results of officers and soldiers of the Ho Chi Minh City armed forces throughout the past 78 years.

He appreciated the Ho Chi Minh City High Command for its effective implementation of military and defence tasks, in association with socio-economic development throughout the locality.

Major General Phan Van Xung, Political Commissar of the Ho Chi Minh City High Command, said that after 78 years of development, generations of officers and soldiers have always shown their bravery, steadfastness, and loyalty to the Party and the people, fulfilling their tasks of defending the Fatherland.
